Background
Reviving a Landmark: The Structural Renewal of Wigan Civic Centre
The Wigan Civic Centre has long served as a central hub for local government and administrative services. Originally developed during the mid-20th century, the building was designed to reflect the growing needs of the Wigan Metropolitan Borough Council as the town expanded both in population and political significance. The Civic Centre was constructed to provide a dedicated space for council meetings, public services and events, replacing older, less functional municipal buildings. Over the years, the site has undergone various renovations to keep up with changing demands and technologies. These developments have aimed to improve accessibility, energy efficiency and service delivery, all while preserving the building’s character and importance to the local community.
Work Undertaken
Structural Integrity and Surface Preparation Works
Microstrip cleaning was undertaken to internal concrete soffits, with allowances made for waffle slab formations where present. The works included the cleaning of internal soffits, concrete columns, concrete half-columns and internal stair cores; inclusive of all associated works such as access and protection. These activities were integral to preparing the concrete surfaces for subsequent repairs and finishes as part of the refurbishment or structural upgrade works.
Following the primary surface preparation and Microstrip works, a significant amount of concrete repairs was carried out throughout the building to address existing defects and improve the structural integrity and durability of the concrete elements. These works included the removal of adhesive residues from soffit areas to allow for proper treatment and bonding, and a range of internal concrete repairs using a high-performance Fosroc repair system.
Concrete repairs were completed on both structural and non-structural elements, including columns, corner columns and soffits, with additional attention given to areas identified during detailed inspections and snagging processes. Specific repairs were undertaken at the perimeter of structural openings between floors and within stair core areas, ensuring proper reinstatement of load paths and concrete continuity. Central stairwell zones and high-traffic areas also received focused repairs to restore integrity and maintain safety standards.
Overall, these repair works were essential for restoring the existing concrete structure, ensuring compliance with engineering standards and preparing all surfaces to a condition suitable for further architectural finishes or coatings.
